The whole point of the Senate (apparently) is endless debate.
They did not prevent debate. In fact, they can go on debating forever.
What they rejected was a vote on only 1 resolution when there are 3 viable resolutions before them.
You and I know these things, but apparently C-SPAN DOESN'T.
