Talk about 'whistling past the graveyard' given the CPC now holds every Parliamentary seat within 50+ miles of Camp Val Cartier the principal Military base within this rodent's native Quebec - LOL!

That's not entirely true. Camp Val Cartier is in Independent Andre Arthur's riding (Portneuf--Jacques-Cartier). (He might as well be a Conservative, though, no?). And the Quebec riding (covering the old city) is still in the hands of the Bloc (as are nearby Montmorency-Charlevoix-Haute-Cote-Nord and Saint-Maurice-Champlain).

It IS true that no Liberal holds a Parliamentary seat within 100 miles of Camp Val Cartier, though.

You're right on all counts.
Guess that's what happens with late nite posting, eh?
Aside from forgetting entirely about Arthur, my mental map was placing Camp Val Cartier on the south side of the St. Lawrence River (just east of Three Rivers). No excuse: I had a cousin posted there on repeated occasions over several years & certainly should have better recalled its exact location.

Getting back to Coderre, beyond opportunistically & unfairly characterizing Hillier's 'decade of darkness' comment, he's misrepresented it as well. Seemingly Hillier was referring to the calandar decade of the 1990's and, if so, his valid criticism also accurately encompassed the 1990-3 tail end of the Mulroney regime.
Apparently Liberal-Hezbollah MP Coderre felt it better served his current selfish political ends to twist it into a partisan remark than, as seems more accurate, a justifiable shot at the past shameful negligence in the area of Military spending of Canada's political class as a whole.
