Country artists awarded Grammys after not winning Country music awards are not unprecedented - the standards are different.
For example Johnny Cash produced some greatest country music for the first 20 years of his career and for the last ten years (with a very sad period in the middle)- was unappreciated and unawarded by the country establishment.
The most painful was 1998 when Johnny "came back from the dead" with a brilliant album - American recordings and started winning Grammys. Three more magnificent albums followed, winning all kinds of awards but no Country recognition.
Not till Johnny was dying did Nashville reluctantly give him some of his due.
At one point his label ran a full page ad in variety saying Johnny Cash would like to thank the Nashville Music establishment anf this picture.

Its not just the Grammy that exclude and include for political reasons.

The same thing happened to Loretta Lynn a few years back with "Van Lear Rose." Very fine album produced by Jack White, but she couldn't get the time of day on Country radio. Also the first album that she entirely wrote or co-wrote in many years.
