Assuming you mean conservative or constitutional by the word strong, we probably won't have that in the house any time soon. We haven't had that in the Senate for at least 50 years. What we have is a house and Senate that want to advance the liberal agenda.

As near as I can tell, if Rudy's the nominee the strategy is to make up conservative votes that are lost by energizing moderates. Given that, it's safe to say that Rudy's coattails will be nonexistent if not counterproductive to the GOP. If he's the nominee what was a longshot (retaking the House) will become an impossibility. So you can forget about a "strong Congress".
