The issue at hand is petty, of course, and I would never side with Ellison but.. That is what they all say (noisy neighbor, eg), it's almost always BS. Got a gripe with a human? Call a cop.

yeah. good idea. take the cops away from doing important things to go after someone who's NOT BREAKING THE LAW.
this kind of crap is what leads to cops being jack boot thugs. a bunch of trifling calls, that aren't really anything that the cops should deal with in the first place, justify more hires, more budget, etc. then to keep that, they have to use it.

I totally disagree.
Cops have better things to do than mediate between two cranky neighbors.
