I am basing my statement on the fact that he voted for the amnesty plan that went thru the Senate last year.
Thankfully the House, and people like Duncan Hunter, stopped it.
I don't believe there was amnesty in the guest worker plan that was up for votes at the end.
Of course, that may depend on your definition of amnesty.
