I believe perhaps the implication here is more global; that the superhighway proposed is marketed to the public under the guise of our own cramped roads when in reality it's about a trade agreement with China, Mexico and Central America.
There was a good piece in the paper today from two guys at WaPo, but I never could find the link to post it. It's called The Truth About Traffic. I think I'll go and read it now since I can't find it to post.
