No it was not. The last time the US declared war was June 5, 1942 when we declared war on Bulgaria, Hungary & Romania. Iraq is a military engagement that was authorized by Congress, however war was not declared.
The Authorization for Use of Military Force Against Iraq Resolution of 2002 was a Constitutional declaration of war.
