It looks to me like the change in the ROE, which was incidentally masked by the "SURGE", has been working rather well. I don't think the MSM types should play poker. It's not their game.

I agree. Announcing the troop "surge" was a very good move, politically. If Bush hadn't announced a plan that could be explained to the media with one sound bite we would still be talking about that stupid Iraq Survey Group report.

Surprisingly, even for me, who follows this stuff closely, what's the difference between the old ROE and the new ROE?

Funny how a relative painless removal of the existing regime has over time collapsed into a horrible full blown war. It was too easy. Their was nothing to rebuild. Now it's getting downright deadly dirty. Any civilian still in the fire zone is really a slow learner at this point. Basically the USA waited for the mass of civilians to leave for parts unknown like a big ole Katrina evacuation so that it would be a simpler matter to engage effectively.
