Freedom is about authority.
You let a bunch of petty criminals run ragged over your city, so much so as you are afraid to go out at night, are you free?
You have a bunch of miscreants murder and kill and loot (like in New Orleans), so much so that you fear for your safety are you really free?
Think about it instead of just bashing Rudy. His comment makes sense.
