If we are going to do "something" about immigration, then why worry with an amnesty. If they are going to make work visas more available, then these people could just return to their home country and return with one, regarding we haven't caught them committing a crime. Then they would be here legally, and the bad ones would have had to go home or be here illegally, hopefully in a more difficult environment.

I also think that employers who are going to avail themselves of this resource should have several requirements on them.

They must register to legally use the foreign labor pool.

They must sign labor contracts, registered with Immigrations and Customs Enforcement, indicating the length of time, not to exceed two years, the foreign employee will be employed and in the country.

They must pay for the expense of the worker to and from the country.

They must provide adequate housing, or it's equivalent in income, to it's foreign employee workforce.

They must pay for it's employees health care while in country.

They must ensure that foreign employees operating motor vehicles in the United States must have international licenses (minimum) and have auto insurance.

If a foreign employee brings children, the employer must pay the local school district a equitable rate for the cost of education for the dependent.

Finally, the company must post a $10,000 secured bond with Immigrations and Custom Enforcement at the employees port of entry, to be forfeit if the employee is not verified to have returned to his country after two years or completion of the contract, whichever shall come first.

I think everyone could live with most of this.

I've said the same thing. If employers are so reliant on these workers, put the responsibility of having them on their shoulders, instead of the tax payer subsidizing their cheap labor. What you suggest is the only way I would go for a guest worker program.

Gee.....If an employer had to do all that...It would be cheaper to hire an American!....There is not 1 job in this country that an American wont do when offered enough money!!!!!! NOT 1 !!! ...Supply and demand (labor) is a 2 sided coin....
