Sorry, since when or where in the constitution is it the government's business to check how much private property (dollars) you carry in your pocket?

And since when does statutory law trump our rights in private property?

Since July 31, 1789, when the First Congress passed a law saying that people and property can be searched without a warrant while entering the United States. That law was passed two months before the Fourth Amendment was proposed by the same Congress that drafted the Fourth Amendment. The Supreme Court has upheld the border search exception.
