Not quite accurate.

50% of Chavez's allotment goes to poor/elderly/low income. The other 50% is sold on the open market to the highest bidder.

After all, Joe III gets $450,000 per annum and Peter Smith, who really runs the company has to be good for $250,000 or better.

No wonder it's a not-for-profit corporation. With those salaries, they'd never make a profit.
