As far as I know, COK has no membership. Merely a few directors/trustees/officers. It has never been a membership organization. You don't jon it, like you would, say, the Republican Party.
And COK is committed to achieving the end of freedom for Khalsitan by peaceful, democratic, nonviolent means. I suppose that qualifies as terrorism by the Indian government's definition, but not by anyone else's.
