you're right and just like Kennedy was given a free ride home when he was driving drunk...there are laws.
A better question might be - most of us have to work for a living, provide for our families and in general terms, have insufficient time and money to travel to the Capitol to march or riot in rallies/mobs. That was one thing my father mentioned to me about the 1960's - "How do all those protesters support themselves, I wouldn't have the time to do that.." It would be interesting to know the provenance of the bulk of participants - how do they support themselves, where do they get their money, etc.
To paraphsed Rick Blaine in Casablance, "They stick their neck out for nobody."
If the Capitol Police were to be agressive they'd be up on charges.
