They are warriors and fighting wars is what they do best. IF the politicians would stay out of it and let them do their job, this war would have been over long ago. There is NO military on the face of the earth who are as good as our guys are.
Only 1st we delt with the biggest threat. The Al Qeda-Shunni Sadamists. Since that foe is neutralized, we are moving on to the next problem.

Better yet, just send an email to President Bush and those who are in charge of every branch of the military and let them know that those "foes are all neutralized." I'm sure they'll be happy to know that! LOL!

Sounds to me like the General is saying it's important military strategy to have a unified Iraqi military army (and police force) so that they can clean up their own fat-boy and Mahdi Army mess. Maybe you missed it but this operation was lead by Iraqi Security forces. Perhaps that explains the wait to you
