The only thing you missed was Bush's conflation of "we" the government with "we" the people.
It is very important for presidents, especially Republican ones who claim to be conservative, to make it clear when they are talking about "we" the government, and "we" the people.
Bush doesn't seem to be able to keep this distinction clear in his head, which I believe is one of the main reasons for massive budget deficits.
Also, not to intrude a little fact into this thread, but most people affected by "No Child Left Behind" will tell you that it has massively increased federal control and decreased local control of schools rather than increasing local control as the president claims.
If Bush doesn't know how distorted his education program has become, will he know how distorted his future health care programs will be when they are finally enacted?

Bush didn't claim he increased local control with NCLB, just maintained it.
It has broken the NEAs stranglehold on the education standards of our kids. Nothing but the government could do that. Our schools actually have to perform now, and not doing so brings local scrutiny. That is a fact you overlooked. More kids being able to read would be another annoying fact, which is the aim of the program.
