Happens all the time. Not to defend the Republicans too much, but I remember in the days of Tip O'Neill when the Democrats would formulate legisltation in closed-door sessions (closed to the minority), then on the day of voting, plop a 12-inch stack of papers on the Republicans' desks and say "here's the legislation - we're voting on it in 30 minutes!"
I'm sure it does. In those cases, a responsible Representative would vote no. If I agreed to everything that crossed by desk based on a title or a soundbite, I'd get fired.
