It seemed to me that he was determined to not come across as a "cowboy." Very low key and matter of fact about what will happen.

His delivery was muted, but his words were not. Probably more shock and awe ahead than anyone suspects tonight.

I agree with you. When a southerner (and I assume this goes for Texans) speaks softly with weighty words, watch out. When my dad did as kids, we knew we were in for "shock and awe."
