A three-term (Arizona) state senator wants his colleagues and those who want to serve with him tested for drugs.
The proposal Monday by Sen. Jack Harper, R-Surprise, would not bar anyone from running or even holding office because of a positive test. Instead, the results would simply be made public.
Harper said that the people who would be hiring that person to represent them the voters deserve to know.
He said the idea came to him during a Senate debate last year about state laws dealing with illegal drugs. Harper said one legislator questioned whether Harper, 39, had ever experimented with recreational chemistry.
Harper said he has not. But he said it raised the question whether the situation was different with other lawmakers and whether, perhaps, they might still indulge.
Shouldnt people who are the 90 state legislators making state laws show that theyre not above the law? he asked.
But Harpers proposal, SCR1005, goes beyond testing for illegal drugs: It also would seek and disclose any controlled substances, including medications that a doctor might have prescribed. Harper said he sees nothing wrong with having a persons prescriptions made public.
But Harpers proposal does not involve testing for alcohol, a legal, albeit self-administered drug.
Exactly what the tests would prove could depend on which would be mandated and even how often a candidate gets a haircut.
Most drugs can be flushed out of the body in days or weeks. And Harpers proposal requires only a single test, on the day the person files a notice of candidacy, meaning a would-be legislator could simply abstain for a while and pass the test.
Harper, however, said some drugs are processed by the body and end up in hair, meaning a test performed months or years later could show prior drug use assuming the candidate was not a regular at the barber or beauty shop.

How about a test to determine how much any given candidate values the Constitution? Not that it would influence anyone's vote, just that voters have a right to know.
