We have plenty of examples of known black on black crime, so I don't know why you pick out a crime that is not known (yet) to be black on black. There were some other people in that limo (ethnicity not revealed), one of whom was shot in the head. That person, a female, was hitching a ride, and very lucky. The bullet did not quite enter her brain. Perhaps she was the target for all we know now.

The windows were heavily tinted, the shooter shot up the entire vehicle, not aiming at anyone in particular.

A few years ago, about a mile away, a black man was shot and killed while sitting on a bus bench. That shooting was a random act by a white neo-nazi skinhead.
