It's the force from the sudden deceleration that causes the neck to snap in a properly-executed measured (or long) drop hanging. The more mass there is, the less change in velocity is required to create the same force. The less mass, the more change in velocity is required.
So, a lighter hangee needs to be going faster than a heavier one to cause the neck to be snapped. The only way to do that is to lengthen the drop.
Personally, I wish they would raise Saddam up to hanging height and let him choke to death.
He must be getting the "long drop" hanging. It's meant to break the neck and considered to be more humane then letting them suffocate while the noose tightens.
