Perhaps because of the hide and seek tactic back into buildings. Artillery has to go up then down with precise measurements of the enemy location. I did see the Germans just invented a GPS guided artillery cannon meaning no where to run no where to hide. Wonder if you'll see this design in Iraq sometime soon...

actually we have a new system called mlrs I believe. It is gps guided multiple rocket launcher with range of 40 plus miles.............
Lockheed Martin developed a new extended-range guided rocket GMLRS which has a range of over 70km. The GMLRS XM30 rocket has a GPS (Global Positioning System) and inertial guidance package and small canards on the rocket nose to enhance accuracy.
This is the system taking Iraq by storm from my understanding. When the bad guys go into their house/building to hide, we just paint the target to get gps co-ordinates and transfer to the nearest rocket launch system. They can take out the target from 70km away and the accuracy is stunning. Being used more and more because packs more punch than a tank round, and has much less chance of collateral damage from a jdam launched from a plane. Takes less than 30 seconds to reach the target and the bad guys never know it is coming.
