maybe a few degrees ,, 5 6 7 degrees or so,, there is a chart on the space.com page that had some info for east coasters in different cities on where to look..

How high on the horizon??

Here, north of Atlanta the ISS is at 13°. I would have to be on top of Kennesaw to see it.
