So is this commander trying to undermine the government, play the fair broker, or collaborating with and inspiring this Shia/Hezbollah putsch?

This General needs to be fired. The Hezbos are not interested in compromise, they want Lebanon as an Iranian and Syrian trophy and for logistical reasons when they try to wipe Israel off the map.
