It's still a problem if you are in the middle of an epidemic, even if you personally don't get sick. Bad for the econonmy, bad for work, etc, etc.

I don't think this is true. The flu virus mutates all the time. That's why they change the formula every year. Any population of people that has a high rate of flu is a breeding ground for new strains that will affect the rest of us.
It's been a long time since we had a major flu epidemic but when it happens it's not just a few sniffles and a fever. Lots of people die from it. Send them back or not, it's important for our health to protect those that are here.
