Baltimore is a cesspool. Baltimore also has one of the highest rates of heroin addiction in the country. The irony is the stupid people of the State of Maryland just elected the failed Mayor of Baltimore, Martin O'Malley as the new Governor. Of course, O'Malley has a "D" after his name, but I tend to think it stands for "dumb". Frightening story, but really, this has been going on for a long time.
