What gives you the idea that the CFR has a unified viewpoint when all the evidence is that it does not?
It does seem that the CFR does hold to the idea of no individual nations and no individual sovereignty - right? That's sort of the beginning and end of what folks might need to know - I would think?
I consider the differences deceptive window dressing at best.
