When Dinkins handed over power, crime was much HIGHER than it was when he took over power.

You see, its got something to do how really BAD the situation was before you took over, and what you are able to do about it.
Crime has been really , really bad in Detroit and New Orleans, and its STILL really, really bad in Detroit and New Orleans ( they had to send in the National Guard to New Orleans recently again to combat crime). That is how bad things were in New York at one time, when we had to the tune of 3000 murders a year.
Today it's less than 600.

Now if someone were to go to Detroit, which is really bad, and bring crime down sharply, then we'd be talking about a real achievement.

Crime is not bad in New Orleans. I've just recently come back after spending 4 weeks working down there. The only problem spots are the animals in the ninth ward and the welfare rats that schoolbus Nagin brought back for his election. New Orleans exported their crime to Houston.

All the crime stats that I've seen show the last 2 years of Dinkins administration and Rudy's 2 terms. That is where they pinpoint crime as starting to fall. Also in this time period, crime fell all across the country.

Reasons for this range from the end of the crack epidemic, tightening parole, would be criminals aging, the right to carry laws being enacted.
