Yes, crime in NYC was bad, but remember, this was after four years of Mayor Dinkins, the softest-on-crime mayor NY has ever had. With him gone, there was bound to be an improvment in crimes rates.

Interesting that you don't mention Bill Bratton as partly responsible for NYC's crime rate decline. From Wiki:

In 1994, William Bratton was appointed the 38th Commissioner of the New York City Police Department by Mayor Rudolph W. Giuliani. He had success in this position, and introduced the CompStat system of tracking crimes, which proved successful in reducing crime in New York City and is still used to this day, but left the job in 1996 after alleged personal conflicts with Giuliani.

Another rap on Rudy is that he's a glory seeker who just can't stand to see someone else get credit for something good.

We had a soft on crime mayor b4 so we were "bound" to have an imporovement?
Says who?
Look at New Orleans and Detroit.
There is nothing "bound" to happen anywhere.
Someone has to work very , very hard at it for things to happen.
You attempts at downplaying Giuliani's very solid achievements is not working.
