I think that the one causing the problem needs to be the one to alter their behavior.

Smoker's would say that your complaints are the problem. In that case, you would have to "alter your behavior" and stop complaining.

Hoisted on your own petard -- so to speak.

So, just who's behavior is going to be easier to alter? It's either them taking a few minutes to go outside to smoke, or me having to live my entire day outside.

It's their behavior that is abnormal, not mine.
