What part of this don't you understand?The part that isn't true? Sure youcan't get up during the energy discharge, but you can get up as soon as the energy discharge stops. The taser only incapacitates while the energy is messing up the nerve signals to muscles.

This is sometimes the case, but not always. Taser shocks can leave someone with limited or no control over their bodies for minutes at a time.
The point is that it isn't a cattle prod. It is designed to incapacitate, not to encourage complicance. They could easily have escorted this student out without even one shock. It was an inappropriate use of force.
