Thank you for that clarification. Could the NG in Louisiana be activated by Bush to keep the looters off the street? Could they shoot to kill?

Didn't X42 break the law when he had Weasley Clark send in the tanks and flame throwers at WACO?

I think only to enforce a lawful curfew, probably imposed by the Governor or legislature.  But they wouldn't have arrest powers for those who refused.

Could they shoot to kill?

I'd assume not unless it was to save their own lives or the lives of others.  Certainly not to stop looting.  Burning buildings would be taken as an act of violence that endangers others, so shooting an arsonist would fall under the self defense or defense of others reasoning.

I'm definitely among those who believe that that was a clear violation of the laws of our country and the constitution of the United States.  Those people were the "real threat" of terrorism so far as Clinton and company were concerned.  You know, Christians with guns.  Yes, they may have been crazy as a bitsy bug, but so are all of the Muslims I've ever met (all of them) and we aren't burning them to death in their houses of worship.
