Meaning you can't leave high school until you are 18? Even if you have finished all 12 grades?
I don't get it. What is the problem he is trying to solve?
It's Lynch's way of solving the high school dropout problem, supposedly, but in reality, it'll be a windfall for the educational establishment.

We must make it clear to our young people that we are not going to give up on them; or let them give up on themselves. We must change the law and require our children to stay in school until age 18."
