Excellent point. I also wonder about the fraud aspects related to this. This is a bad business idea all around IMO.

Have you seen the movie "Man on Fire?" It shows the corruption in Mexico with cops involved in kidnapping, blackmail and stealing ransom money. Mexico City is the kidnapping capitol of Latin America. You couldn't pay me to travel south of the border today.
