Bush can recess appoint Bolton as deputy UN ambassador and give him the working responsibility of the top job. That is what he should do if they refuse to confirm. He can name me ambassador and I'd let John run the show. The only thing I'd want is to make just one speech there. Just one.

Have I heard correctly that there is a way that the Dems can keep Bush from doing Recess appointments by never going into recess and keeping people there at all times? Is that the case?
