You do realize that Bolton's tenure at the UN is over in January?

That's not quite right. Bolton CAN accept a second recess appointment. But he won't get more than $1 a year for it. I don't know how much money the guy has or if it's permitted for someone to reimburse his salary, but it COULD be done...

He could also be name Deputy Ambassador - which doesn't need Senate Approval - and draw a salary. Bush simply would not nominate an Ambassador.

Under Bush I the Dims kept Congress out of recess through technicalities to keep recess appointments off the table. Now that President Bush has made a recess appointment, do you think they will end that practice?
