Not really. It sounds more like he's trying to give folks some historic perspective. He's not saying this is good, he's simply saying it ain't over.

for example, this Webb victory - there is huge voter fraud there. you saw the returns as they came in, Allen was ahead until the last .5% came in, those are the Dem precincts holding back, figuring out what they need to win, then manufacturing some votes off the motor voter rolls and pushing them through at the last minute. we all know how it works, yet we do nothing to try and expose it. what do we have to lose now? I would go to the mattresses in VA, examine the votes that were part of that final push for Webb.
