In Virginia, absentee ballots are counted with the precincts, not days later. Military votes have to be in by November 7th. There are still provisional ballots to be worked out, but as far as I know, they don't lean dramatically Republican. Recounts don't typically move 2200 votes
Virginia is likely over, and we're in for an interesting 2 years of Democratic house and Senate.
