Wasn't Clinton elected the first time with only 42% of the vote?

That didn't stop him from claiming a mandate even though 58% of the people voted against him.

Yeah, 43%. Guess we're lucky Ross Perot didn't want to be governor and that we don't have a Texas Electoral College!
