If Allen is going to pull this off, it looks like it will have to come from Virginia Beach and Chesapeake and Hanover. There are still a lot of Webb votes out there in Richmond, Norfolk, and Portsmouth. N. VA is not as bad as is being played up as it is suburban. The big loss chunks will come from the three previously mentioned cities.
It looks very bad for Allen.
