Years ago, at a Navy command to which I was stationed, the base public works was jackhammering up the concrete floor behind one of the restrooms.
During this time, the CO called a meeting of all female personnel in the building.
One of the female Petty Officers I worked with came back from the meeting having a really hard time hiding her mirth.
The meeting was called to tell the women to NOT flush their sanitary napkins down the toilet.
That's why the floor was being torn up.

The CO was no plumber. Sanitary napkins can cause a stoppage, but they can't do anything to make it necessary to dig up the sewer line.
