Exactly right. Many years ago, I read a manual on how to make a nuclear bomb. The info doesn't make any difference. Every nation on Earth knows how to make one. Knowledge has never been the problem. The processing can not be done by ordinary countries, much less individuals.

And the theory isn't much of a secret either. I'm willing to bet a google search would get you the theory of how to trigger a nuclear weapon.
