Well, the article mentions Philly apparently has 90% of eligible voters registered where the usual average is approximately 80%, I think.
And then there is the little matter of this.... leftist activist groups and Rendell's city officials are frantically trying to prevent election monitors from being at the polls. There is a hearing scheduled Friday...

Yes, there is a lot of deadwood registered voters in Philly, but it just doesn't show up in the numbers much. Turnout in most of the precincts in Philly is lower than the state as a whole vis a vis registered voters. I am not saying there isn't any fraud. I am just saying that the numbers suggest that it is fairly marginal. I did a precinct by precinct spreadsheet on it, and had the discrepancies in a handfull of precincts explained by another political junkie who pointed out, that except with respect to one precinct (a new apartment building maybe?), it was probably a transposition of digits by the inputer.

You'd think they would at least count the number of people walking in and out of polling stations, and comparing those numbers to the actual numbers of ballots cast, to see how many had fake ballots tucked up their sleeves.
a discrepancy would be reason enough to have a re vote in that ward.
