The reason the Germans never used gas against our troops was that German photo-recon identified gas cylinders at our arty batteries indicating that we were ready to respond in kind at the first use of chemical warfare.
The possibility that these cylinders were actually nitrogen for the recoil mechanisms (which was the case) apparently escaped them.

The Germans didn't use chemical weapons because they didn't want it used to them period.
They didn't drop Serin Gas on the UK, because they didn't want the UK to respond in kind. It is the same reason why there wasn't the systematic torture and execution of our POWs.
