The fact that he would view them as fellow members of the Ummah is why he could never be trusted to hold allegiance to a non-Muslim government. Perhaps they are loyal, but we can't know.

I don't mean to link Catholics and Muslims, but the foreign allegiance think was used to describe why you couldn't trust Catholics. Not criticizing; just informing.
