the elderly, poor and disadvantaged who don't always carry IDs. Don't they have to show ID when they apply for food stamps and welfare?

Yes, they must show IDs for practically every financial transaction. As you mention, food stamps and welfare are examples. Also, without an ID, have someone try to cash a check at any bank or supermarket. Won't happen.
The Dems are crying against the ID for voting because if a person needs an ID, it will only be voting once, or illegal immigrants won't be able to vote--same with jailbirds.
