I'm guessing that there have been some backroom deals in the past couple of weeks. What I suspect is that we promised the Chinese that we would lean on Japan and get them reaffirm that they would not develop a nuclear arsenal and that the Chinese in return promised to lean hard on the nutcase with the bouffant hair.

Don't believe it for a minute. Why would he suddenly make this change? It makes no sense, especially since there are talks of another test being scheduled very soon.
