You aren't quite getting it. This WAS concocted by the Bush administration (Rove in particular). So that when all the moonbats started screaming it was a Bush ploy, they would look like the moonbats they are when the real perpetrators were caught.
Kind of like how the "fake but accurate" documents was all a setup by Rove to make CBS and Rather look like the Bush haters they are.
