You're probably correct on this. It would not surprise me at all that a backroom deal was made that will exempt China and SK from doing inspections. Just watch. The first inspection carried out by the U.S. will be met with outrage in the world community, China and SK included, that will claim the U.S. is overstepping it's authority.
The General Assembly will probably pass a few resolutions against U.S. bullying and Democrats will blast Bush endlessly and criticise our every move.
